Statement by South Normanton Parish Council

This statement is made after a series of comments made over recent weeks and further comments on Social Media this week by a District Councillor and Gala Committee member. Given the nature of the comments South Normanton Parish Council have decided they have no alternative but to make a statement on their own behalf to present an accurate interpretation of the facts from the Council's perspective.

Should any group or event organiser wish to use Parish Council land they are now asked to complete an Application Form. Historically for reasons unknown this practice had not been actioned. This is a common practice by Councils, ensuring compliance with UK law, for any land owner that allows their land to be used for public events. The form asks for the organiser to confirm they have adequate Public Liability Insurance, appropriate licences where needed, First Aid Cover, event management capability, the key individuals, other basic information and all Risk Assessments have been completed etc. . The form is a relatively standard format and also provides the option to bespoke to specific circumstances. The purpose of the form is to ensure compliance in all aspects and to also ensure that the taxpayer and the whole community , schools and all parties are protected from unnecessary risks. Completion of the form is in a tick box nature and not particularly time consuming.

The Council recently forwarded this document, more than 10 weeks in advance of the event, to South Normanton Gala Group to allow time for confirmation and completion in a constructive desire to assist all parties. Some Councils use a 6 week timeline. For reasons best known to themselves the Gala Chair and Secretary advised the clerk that they flatly refused to complete the form. The Parish Clerk even offered to help fill in the form. The Parish Council offered to meet the Gala Committee to hopefully move forward. All reasonable offers of help were refused. The reason to change venue for the Gala event rests solely at the door of the Gala Group. Recent comments made on social media do not therefore reflect a full and accurate position of the facts.

Likewise last December the same individual member of the Gala Committee made a statement to the public that the Parish Council had refused a grant for staging needed in their Christmas Event. Again this was not a full and accurate representation of the facts. If any group approaches the Parish Council for a grant they are asked to complete a form and present the form with certain financial information. Again for reasons best known to themselves the Gala Committee did not do this so the application was deferred to allow the Gala Committee time to produce the information. Instead they decided to put out on Social media that the grant had been refused and called on the public, yet again, for funds.

The Gala Committee have received significant sums of money from previous Parish Councils, Derbyshire County Council and other bodies. To date the Council despite requests for provision of accounts and supporting financial information have received no information. The Parish Council of today feel they have a duty to all residents of South Normanton and its tax payers to call for financial transparency in these matters and also ensure adequate risk assessments and compliance is evidenced to all. The onus rests on the Gala Group to provide and evidence this to the Council and thus the community as a whole. The Council have the interests of all the community at heart and wish to see South Normanton flourish to the benefit of all whilst also protecting it. We will continue to work hard on your behalf to ensure this is the case.
